But a new problem emerges: The temperature in a spent fuel pool rises to near boiling, risking the release of radioactive steam and the explosion or melting of the rods. Fears about radioactivity have already cleared the area of residents and led to bans on the sale of some produce and milk from the region. Now, seawater near the tsunami-crippled plant is showing elevated levels of radioactive iodine and cesium. In response, the government is testing seafood. The death toll from the quake and the tsunami it spawned tops 9,000, with more than 12,600 missing.
